“The New NGFS Short-Term Climate Scenarios: from Theory to Practice”

Event description

Young Scholars' Webinar on Climate Finance and Economics

This is a webinar in collaboration with the European Banking Institute.

The new NGFS short-term climate scenarios, published in June 2024, represent a significant advancement for the financial community. Key features include:

  • A focused time horizon extending to 2030, in contrast to traditional scenarios that project impacts to 2050 or 2100. This shorter timeframe closely aligns with the actionable planning horizons of central banks, supervisors, and other financial actors, and corresponds to the intermediary targets established in countries’ Nationally Determined Contributions (NDCs) which often set intermediate objectives for 2030.

  • Explicit incorporation of financial sector expectations, such as the perceived credibility of sustainability policies and regulations. By integrating how these expectations shape financial actors’ actions, the scenarios more accurately capture the interconnectedness of policy, markets, and climate outcomes.

  • A granular depiction of macroeconomic transmission channels, detailing how climate shocks propagate through the real economy.

  • Consideration of extreme and compound physical events (tail risks), with explicit analysis of their potential to disrupt international value chains and amplify systemic risk.

By addressing these critical dimensions, the NGFS scenarios equip the financial sector with tools to better assess, manage, and respond to climate-related risks over the decisive decade ahead.

At this upcoming webinar, there will be a focused discussion on the methodology behind these scenarios, how their implementation may influence the ECB’s macroeconomic projections, and the ways in which they are expected to inform future research on the valuation of financial assets exposed to climate risk.

Irene Monasterolo

Professor of Climate Finance
Irene Monasterolo is a Full Professor of Climate Finance at Utrecht University, CEPR research fellow, Bruegel non resident fellow and a visiting professor at WU Wien. Irene’s research focuses on the impact of climate change and nature risk scenarios on economic and financial stability, and on the impact of investment and policy decisions on climate change and biodiversity. To this aim, Irene co-developed macroeconomic (EIRIN model) and financial models (CLIMACRED) for scenario-contingent financial valuation and climate credit risk, climate and biodiversity stress-test. Her models have been adopted by the Network for Greening the Financial System (NGFS) on the development of the NGFS short-term climate scenarios, by the World Bank for the assessment of compound risk, and by the European Central Bank, the European Insurance and Occupational Pension Authority, the European Banking Authority and the Monetary Authority of Singapore, among the others, for climate financial risk disclosure and risk assessment.

Irene is also working on the introduction of climate and nature risks into debt sustainability analyses, and the design of sovereign financial instruments for adaptation, in collaboration with the V20 and G24 coalition, and on climate insurance protection gap for the European Commission.

Her research is published in top journals in the field, including Science, Nature Climate Change and Nature Communications, and her articles have been covered by media outlets including Le Monde, FT the Banker, Project Syndicate and Il Sole 24 Ore.
